At the same time, we know that metropolitan areas are liberal and rural areas are not, and Colin Woodward's cultural divides have remained relatively stable. I wonder if we could make one herculean effort to change state lines, and could then remain relatively stable in that new formation. I think the need for flexibility would help, but we also don't want to cause a big ruckus every year.
